A lot of times, it depends on the airlines if the passenger is the one to initiate the rebooking when the flight hasn't officially been canceled. But most often a talk with a ticket agent or someone in a position of authority can get those fees waved in an instance like you went through, where there was bad weather forecast and safety was an issue.
